The Rally Group (Initiative #9) is present at EVERY entry point in Liana Banyan. This is non-negotiable. Safety infrastructure is as fundamental as authentication.
Railroad Imagery
The entire Rally Group system uses railroad metaphors, connecting to the Underground Railroad’s legacy of helping people reach safety:

The “Oops” Code System
The Rally Group uses automatic false positives to:
- Keep responders trained — Regular alerts maintain readiness
- Normalize the system — Everyone sees the signal; using it isn’t weird
- Provide camouflage — Real signals blend with training signals
- Test reliability — System is always exercised

Random trigger conditions (e.g., "Tuesday + 3PM + user profile incomplete")
